  1.  The Sarpanch is elected by the people of the village whereas the Panchayat Secretary is appointed by the government.

  1. The Panchayat Secretary is responsible for calling the meetings of the Gram Sabha and the Gram Panchayat and keeping a record of the proceedings.

Que : What is the difference between Gram Sabha and Gram Panchayat? 
Answer :

Following are the differences between the Gram Sabha and the Gram Panchayat.
  1. All adult members are the members of the Gram Sabha, who elect the members of the Gram Panchayat.
  2. The Gram Sabha’s responsibility is to evaluate the functioning of the Gram Panchayat, 
  3. The main function of the Gram Panchayat is to implement developmental programmes for villages.
Que : Write about the composition of the Gram Panchayat? 
Answer :
  1. Every Village Panchayat is divided into small areas known as wards. 
  2. People in each ward elect a representative, known as a ward member (Panch).
  3. Anyone above the age of 21 is eligible to contest elections for the Ward Panch. 
  4. The president of the Panchayat is known as Sarpanch. 
  5. The Sarpanch of a village is elected by all members of the Gram Sabha. 
  6. The Ward Panchs and the Sarpanch constitute the Gram Panchayat, which is accountable to the Gram Sabha. 
  7. The Gram Panchayat is elected for five years. 
  8. One-third of the seats in the panchayat elections are reserved for women, 
  9. Some seats are also reserved for the Scheduled Castes and the Scheduled Tribes. 
  10. The Gram Panchayat and Gram Sabha has a secretary, who is appointed by the government.

  4. Registration of births, deaths and marriages
  5. Finalising the list of families below the poverty line
  6. Provision for health facilities by setting up primary healthcare centres and dispensaries
  7. Maintenance of public hygiene and sanitation of the village
  8. Regulation of village markets and fairs
  9. Promotion of social and cultural activities
  10. Provision for education facilities, including primary and secondary schools
  11. Execution of government schemes in villages.
